MEMORANDUM OF UNDERSTANDING
All the terms and conditions of the Agreement between the New York City & Vicinity
District Council of Carpenters (the “Union”) and The Cement League (“Employer”) that
expired by its extended term on September 30, 2020 will remain in effect except as
modified below and by a further Supplemental Memorandum of Understanding to be
executed by the parties.
1. The successor Agreement will have a term from October 1, 2020 to and through
June 30, 2023.
2. The wage increases will by as follows:
Wages – Wage rates and fringe benefit contributions within the bargaining unit shall
be determined and/or reallocated by the Union at its sole discretion:
FOREMAN: $3.00 PER HR. ABOVE JOURNEYMAN SCALE FOR WAGE
GENERAL FOREMAN: $6.00 PER HR. ABOVE JOURNEYMAN SCALE

NOTE: Any job that is currently working, whether it’s a full rate job, PLA, or a hardship,
will remain the same until completion of that job. In addition, any projects that have been
bid and awarded up until (i.e., before) October 1, 2020, will not receive the increase for the
duration of that project. The Employer will provide a thorough list of those jobs.

3. The parties will discuss and agree in a Supplemental Memorandum of
Understanding to certain jurisdictional language changes to be incorporated into the
successor Agreement.
4. The Memorandum of Understanding may be executed in counterparts by
facsimile, PDF email, or similar means and using electronic signatures.
