RE: January 1, 2026 MTDC-CAGNY RESIDENTIAL Rate Increase Allocations

 

Pursuant to the CAGNY/Mason Tenders District Council collective

 

bargaining agreement, all MTDC-represented employees working under the CAGNY

 

Residential “Crew of 4” melded rate are scheduled to receive a rate increase effective

 

January1, 2026. Attached you will find a noticefrom the MTDC indicating the allocations

 

of the increase for both Tier A and Tier B residential journeypersons as well as the

 

apprentices. Attached as well is a CAGNY-generated spreadsheet; this information will

 

also be posted to the CAGNY website (www.cagnyonline.com).

 

We will also be sending under separate memos the January 1, 2026 rate

 

increases for the Market Recovery/Build-It-Back PLA (if you recall, the Union combined

 

the Outer Borough PLA and Market Recovery PLA rates into this one new category), the

 

Interior Demolition Contractors Association (IDCA), the Independent Interior

 

Demolition Contractors, and the Independent (Total) Demo Contractors.

 

PLEASE NOTE THAT EFFECTIVE JANUARY 1, 2026, THE

 

CAGNY IAF CONTRIBUTION WILL INCREASE TO $1.33 PER HOUR FOR

 

ALL MTDC-REPRESENTED EMPLOYEES.

CURRENT MTDC HOLIDAYS:

The holidays above are non-paid holidays for MTDC-represented laborers.

 

HOURS OF WORK:

 

The MTDC-represented laborers work an eight (8) hour day, 40 hour work week.

 

OVERTIME RATE:

 

The MTDC-represented laborers shall be paid at the rate of time and one-half for any hours worked in excess of eight (8)

 

hours per day, 40 hours per week, and for work performed on Saturdays. Double time shall be paid for hours

 

worked on Sundays and Holidays. 1

 

 

CREW OF FOUR:

 

This standard four-person staffing-unit shall be referred to as a “Crew of Four,” and shall be hired in the following order: First hired: one Tier A Residential Journey Worker

 

(must be the Shop Steward but the Foreman can act as Shop Steward if certified); next two hired: Tier B Residential Laborers; next hired: Apprentice. This order shall repeat

 

itself as the size of the crew increases. The fifth hired (Tier A Residential Journey Worker) may take over Shop Steward responsibilities. Effective July 1, 2020, the Union

 

shall reserve the right to insert a Shop Steward as the second hired at the Tier B Residential Laborer rate, with the understanding that the Shop Steward shall go back to the

 

Tier A Residential Journey Worker fifth hired rate once the size of the crew increases and the order repeats Itself.

 

Effective January 1, 2026, the approximate melded rate for a Crew of Four shall be $46.52/hour. The melded rate is calculated as the combined wages plus applicable fund

 

contributions payable under Schedule A of one Tier A, two Tier B, and one Apprentice in a Crew of Four, then dividing that total by four. The actual rate for a particular

 

apprentice who is employed on a Residential Project will be as set forth in the applicable Schedule A. The parties have deemed $36.43/hour to be the current weighted

 

average cost of an apprentice’s wage/benefit package based on the January 1, 2026 apprentice rates and the relative number of apprentices typically participating in the

 

Local 79 Apprenticeship Program at each of the four applicable Apprentice Tiers. Future changes to apprentice rates will be factored into the melded rate for a Crew of

 

Four; future changes to the relative number of apprentices participating in the Local 79 Apprenticeship Program at each of the four applicable Apprentice Tiers will not.
